Why he might be annoying:

    He opposed establishing a holiday to honor Martin Luther King, Jr.
    He co-authored the Communications Decency Act (1996) to regulate pornography on the internet, which was struck down by the Supreme Court as an unconstitutional infringement on free speech.
    He was nicknamed ‘Big Jim.'

Why he might not be annoying:

    He wrote his own speeches and press releases.
    He never lost an election.
    He retired because of growing political partisanship, complaining of ‘the ever-increasing us-against-them mentality.'
    He was the first Nebraskan to lie in state for public viewing in the State Capitol Building.
