Why he might be annoying:

    He voted against the Civil Rights Act of 1968.
    After Barry Goldwater got elected again in 1968, he mimicked Goldwater's voting record.

    He entered politics, after he was fifty.
    Like Barry Goldwater, he was a supporter of Native Americans.
    He played a crucial role in keeping the part of the Taft-Hartley Act that allowed states to establish right-to-work laws.
    He worked for tax reform.
    He voted for the Voting Rights Act of 1965 and its extensions in 1970 and 1975.
    He was good friends with Barry Goldwater.
    He attended Barry Goldwater's funeral in 1998.
    He died only a little more than two weeks before his 95th birthday.
