Why he might be annoying:

He was stiff and unfriendly.
He was an alcoholic.
He raised taxes to the point of bankrupting the British treasury.
He failed to stop Napoleon from becoming more powerful.
He was bitterly despised by his political enemies.
He created laws allowing him to censor the press and charge his critics with treason.
He died in terrible personal debt.

Why he might not be annoying:

He went to college at age 14.
He became the youngest prime minister in British history at age 24.
He declared himself a political independent (very unusual in 18th-century politics).
While he was prime minister, several attempts were made on his life.
He didn't think the Irish should be forbidden to practice Catholicism.
He passed the censorship laws because newspapers were falsely reporting that he had gone insane.
His servants stole from him.
