Why he might be annoying:

He was once fired from WCW for not making Goldberg's 'Jackhammer' look painful enough.
He was part of a stable called the 'Un-Americans' that gave the fans a hard time during 9/11.
His gimmick in the WWE is of a snobby Englishman who thinks his country is better and at a higher level than anyone else's.
He has played a heel (a bad guy) for most of his wrestling career, and doesn't seem to have any die-hard fans.

Why he might not be annoying:

He is the only person to be both WCW and WWE Commissioner.
During a tour in India, he caught a stomach bug that gave him an almost-paralyzing disease.
The bug and a concussion from Kane really did the trick, and he might never be able to wrestle again.
The WWE staff wrote him in as a Commissioner (again) when he comes back, since he might not be able to wrestle.
