Why he might be annoying:

    As a college student, he grew a mustache to honor Salvador Allende.
    He was more conservative than the Socialist Party that he headed on social issues, notably abortion and gay rights.
    He quit halfway through his second term as Prime Minister after the Socialists lost heavily in local elections, declaring ‘Politics has its limits.’
    He has continued Moon’s foot-dragging over the UN’s financial responsibility for a cholera outbreak in Haiti caused by UN peacekeepers from Nepal failing to treat their waste properly before discharging it into a local river.

Why he might not be annoying:

    He received the National Lyceums Award as best student in Portugal (1965).
    He is fluent in Portuguese, English, Spanish and French.
    In Parliament, he was nicknamed ‘the talking pickaxe’ for his ability to verbally destroy opponents.
    As UNHCR, he dealt with some of the worst refugee crises since the end of WWII.
