Why Lisbon, Portugal might be annoying:

Most ‘lisboetas' say Ulysses was the founder of their city; many scholars credit its origins with Phoenician mariners (naming it ‘Alis Ubbo,' or ‘peaceful harbor').
Some of the city's hills are too steep for driving!
Most streets are narrow and run in a single direction.
Winter tends to be more damp than chilly.
The origins of fado music (Portuguese for ‘fate') can be traced here.
In addition, the viola used in fado is not the same viola used in classical music.
The Fall of Islam allowed the Portuguese language to replace Arabic.
One earthquake in the early 1500's killed thousands, large by that century's standards.
Another earthquake in November 1755 destroyed some 85% of the city and killed about 75,000.
Some of its streets are named for commonplace vocations (for example, Rua dos Sapeteiros for shoemakers and Praça do Comercio for trading).
Many commuters leave for work at an ungodly hour to avoid the rush hour.
The evening rush hour often runs well past 8 PM.

Why Lisbon, Portugal might not be annoying:

It was named after the Lisbon Coast.
    It has a mild climate.
The Ponte 25 de abril, inaugurated in 1966, is named for the first day of the Revoluçno dos Cravos (Carnation Revolution, April 25, 1974).
The city features the tomb of Vasco da Gama and has a monument to WW I dead.
The MarquLs de Pombal had the remains of the 1755 earthquake destroyed and rebuilt according to urban policies of the day. That led to the lower town being designated as Baixa Pombalina.
It has one of the strongest jazz scenes in Europe.
To address heavy traffic issues, Social Democrat Mayor Pedro Santana Lopes barred vehicles from the Bairro Alto.
Expo 98 was considered the best World's Fair of all time by the Bureau of International Expositions.
