    Republican Representative from California (1967-1979)
    Federal Judge on the 9th Circuit Court (1984-2000)
    He opposed the 26th Amendment, which gave eighteen-year olds the right to vote (1971).
    He voted to uphold Richard Nixon's economic controls, which would turn out to be a failure in stopping inflation (1973).
    While a member of Congress, he recommended that the 9th Circuit court be split in two, but when he became a member of the 9th Circuit, he reversed his position.
    He flip-flopped on the issue of busing.
    During the Watergate Scandal, he was the most prominent Congressional defender of the Nixon White House.
    He voted to give Congress a pay raise during a time of inflation, in which government should be cutting spending (1975).
    He served in World War II and in the Korean War.
    He supported strengthening the Equal Employment Opportunity Office (1971).
    When the 'smoking gun' evidence was revealed, Wiggins announced that he would vote for Nixon's impeachment (1974).
    Although he voted for Congressional pay raises, he also voted for other measures of domestic budget control.
    He was pro-choice.
    He was respected as an intelligent defender of what he believed in.
