Why she might be annoying:

    She frequently wears her trademark Hawaiian Leis in public appearances.
    She was accused of using funds from the non-profit she and her father founded to bolster her campaign for Honolulu City Council.
    She posed for publicity stills working out with disgraced pretty boy Congressman Aaron Schock.
    She claimed to have been uninvited from attending the Democratic debate in Las Vegas for criticizing DNC head Debbie Wasserman-Schultz over the number of debates held during the 2016 Democratic Primary race.
    She later vented her frustrations to The New York Times, saying: 'When I signed up to be vice-chair of the DNC, no one told me I would be relinquishing my freedom of speech and checking it at the door.'
    She was bypassed for the Secretary of State position in Donald Trump's administration, in favor of Rex Tillerson.
    She made a pilgrimage to the Standing Rock protest in North Dakota (popularized by an eclectic assortment of celebrities/politicans).

Why she might not be annoying:

    She was elected to the Hawaii legislature at age 21.
    She voluntarily deployed for two separate tours in Iraq (2005; 2009).
    She is a centrist on issues related to gun control and immigration.
    She has been critical of President Obama's and Hillary Clinton's foreign policy.
    She led opposition to the Trans-Pacific Trade Partnership Deal (TPP) and led protests against it on Capital Hill.
    She is both the first American Samoan and the first Hindu to serve in the US Congress.
    She received the John F. Kennedy New Frontier Award from the Institute of Politics at Harvard's John F. Kennedy School of Government, 'for her efforts on behalf of veterans' (2013).
    She was an Honoree at the Italian Embassy in the United States for Elle Magazine's annual 'Women in Washington Power' list (2014).
    She was awarded Gabbard the NACo County Alumni Award by the National Association of Counties (2015).
    She stood by her decision to strongly back Bernie Sanders, nominating him at the Democratic National Convention in a well-received speech.
    She was one of the only major Democrat figures to be interviewed for a potential position in the Trump administration (apparently on the insistence of Stephen Bannon).
    She lost out on the Secretary of State position but truth be told probably would have been a better fit for UN Ambassador (more than Nikki Haley).
