    Co-founder of APCOA, the largest parking lot company in the US
    Senator from Ohio (1974,1976-95)
    During the Democratic primary against John Glenn (1974), he compared his business background with Glenn's military credentials and said Glenn had 'never worked for a living.'
    Glenn (who won the election) responded, 'You go with me to any Gold Star mother and you look her in the eye and tell her that her son did not hold a job.'
    He was nicknamed 'Senator No' for his ability to block legislation and 'Headline Howard' for his knack for self-promotion.
    He was so successful at filibusters and stall tactics that the mere threat of his opposition to a bill would often win concessions.
    He bragged about his talent for exploiting tax loopholes that he would work to close as a Senator.
    He was a self-made millionaire, who described himself as 'born knowing how to make money.'
    He was proud of leading the fight to open two Cleveland country clubs to minorities.
    Senator Fritz Hollings apologized for calling him the 'Senator from B'nai B'rith.'
    The Washington Post estimated that his opposition to pork barrel spending and special tax breaks saved $10 billion in a single year (1982).
    After leaving the Senate, he served as chairman of the Consumer Federation of America.
    He was married to his wife Shirley for 62 years until his death.
