Why he might be annoying:

He stood at only five feet tall.
He was never schooled past the elementary level.
He was fiercely loyal to Josef Stalin.
He believed that political opposition must always be put down in the harshest manner.
Stalin's purges of the Bolsheviks reached its heights under his reign.
He carried out the arrest, torture, deportation, and execution of millions of Soviet officials and citizens suspected of any disloyalty.
The charges against the accused were usually exaggerated or completely false.
He was the Himmler of Russia.

Why he might not be annoying:

He was born with a crippled leg, causing him to limp.
He ended up falling victim to Stalin's paranoia.
Accused of espionage, treason, and homosexuality, he himself was executed in 1940.
Following his death, his image was removed from all government photos.
