Detained as a material witness in the 9/11 investigation (May 8, 2002)
Declared an 'enemy combatant' and transfered to military custody (June 9, 2002)
Indicted on conspiracy charges (November 22, 2005) and transferred to civilian custody

Why he might be annoying:

He was a member of the Maniac Latin Disciples street gang.
He was convicted of aggravated assault after a robbery in which his accomplice fatally stabbed Elio Evangelista (1984).
After the stabbing, he kicked Evangelista in the head 'because [I] felt like it.'
While in jail on weapons charges, he was convicted of battery against a guard (1991).
According to the Bush administration, he was part of 'an unfolding terrorist plot to attack the United States by exploding a radioactive dirty bomb.'
He was convicted of conspiracy to commit murder and to fund and support overseas terrorism (August 16, 2007).

Why he might not be annoying:

Paul Wolfowoitz admitted that the 'unfolding terrorist plot' had never progressed beyond 'loose talk.'
He was held without charges for three and a half years and kept from seeing lawyers for two years.
Many observers suspected that the government finally brought charges against him to keep the Supreme Court from ruling on the legality of his detention.
