Why he might be annoying:

He married Tonya Harding (1990)!
He is divorced.
He filmed their wedding night and marketed it as a porno movie.
He appears in this video with his mustache in some scenes and without it in others (???).
He assumed others would want to see him and his wife having sex.
He insidiously arranged for Tonya's competitor, Nancy Kerrigan, to be whacked in the knees to hinder her performance (1994).
When the winners of the 1991 World Championship and their guests were offered a special tour of the Vatican, Jeff and Tonya were clueless as to what it was.
When the guide described works of Michelangelo that were inside the Vatican, Jeff and Tonya had no idea who that was.
Instead of going on the tour, they went off to buy souvenirs.

Why he might not be annoying:

He has a funny name that is hard to say without laughing.
We have proof that he got laid at least once in his life.
He was committed to Tonya Harding, and refused to implicate her, until the police showed him her signed statements blaming him for Kerrigan's assault.
