Why Norfolk, Virginia might be annoying:

    It suffered from white flight during desegregation in the 60's.
    When faced with having to racially integrate their public schools, they shut several of them down (1950's).
    It was surpassed by Virginia Beach as the largest city in the state (1990).
    Many believe that the city would be nothing but a blip on the radar if not for its huge military base.
    It was burned down during the Revolution (1776), and then burned down again during the rebuilding process (1804).
    Animal rights group PETA is headquartered here.

Why Norfolk, Virginia might not be annoying:

    Its naval base is the largest in the entire world.
    The USS Wisconsin, which is the last battleship that was built in America, is located here.
    In 2006, it became the first tsunami-ready East Coast city.
    General Douglas MacArthur is buried here.
    Its zoo is home to one of the few living Siberian tigers on the planet.
    They revitalized their tourism industry by improving its downtown area and bringing in cruise ships.
