Why he might be annoying:

    He published three books during his first Senate term.
    He signed the controversial Iran Letter, in 2015, along with Orrin Hatch, giving way to the #47Traitors hashtag.
    Along with Senators Ted Cruz and Rubio he was crucial in the obstructionist measures over the Affordable Care Act's implementation which eventually let to the 2013 federal Government Shutdown.
    He was criticized for joining a crowd of protestors - accompanying Cruz and Sarah Palin - who forced entry into a WWII Memorial during the shutdown by removing the barricades surrounding it. (Some argued a more effective approach would be taking to the Senate floor to help end the shutdown).
    He was the last holdout blocking federal aid to repair lead-contaminated water pipes in Flint, Michigan.
    He was a strong backer of Ted Cruz's 2012 Senate campaign and 2016 Presidential bid, calling him 'my best friend.'
    After Cruz lost out to Donald Trump for the nomination, he became a card-carrying Never Trumper, later joining the calls for the billionaire to 'step down' after the release of the Access Hollywood 'pussy' tape (sore loser).

Why he might not be annoying:

    He is fluent in Spanish.
    He is active with the Puppy Jake Foundation.
    His father served as a Solicitor General under President Ronald Reagan.
    He went on a two-year mission for the LDS Church in the Texas Rio Grande Valley.
    He served in Governor Jon Huntsman's administration as part of his General Counsel.
    He defended his reluctance to support Trump during a heated Newsmax interview with Steve Malzberg, saying: 'Hey look, I get it. You want me to endorse Trump. We can get into that if you want. We can get into the fact that he accused my best friend’s father of conspiring to kill JFK. We can go through the fact that he’s made statements that some have identified correctly as religiously intolerant ... And, statements like that make [my constituents] nervous.'
