    In speaking out against a bill to legalize same-sex marriage in Guam, he praised fundamentalist Islamists for punishing homosexuality with death.
    He added, ‘Any culture that is able to produce wave after wave of suicide bombers is a culture that at least knows how to value self-sacrifice.’
    He wrote a letter to a judge asking for leniency for a former altar boy convicted of sexually abusing a two year old (1987).
    A half-dozen victims or their relatives came forward to accuse him of molesting them four decades earlier when they were between the ages of 12 and 15 (2014-16).
    His response was to threaten to sue his accusers.
    He issued a ban against Concerned Catholics of Guam, a grassroots organization advocating for sexual abuse victims, ordering Catholics not to associate with the group.
    His nephew accused him of sexual abuse (2018).
    Under the laws in effect at the time of the abuses, the statute of limitations for sexual abuse of a minor ran out when the minor turned 21, so the odds are that he won’t go to jail.
    The Vatican tribunal stopped short of defrocking him, so he remained a bishop, albeit one without a diocese.
    He rose from priest to archbishop in only fourteen years.
    The Guam legislature removed the statute of limitation on civil suits involving underage victims of sexual abuse (2016).
    The Vatican banned him from returning to Guam.
