Article I - Apportionment.
After the first enumeration required by the first article of the Constitution, there shall be one representative for every thirty thousand, until the number shall amount to one hundred, after which the proportion shall be so regulated by Congress, that there shall be not less than one hundred representatives, nor less than one representative for every forty thousand persons, until the number of representatives shall amount to two hundred; after which the proportion shall be so regulated by Congress, that there shall be not less than two hundred representatives, nor more than one representative for every fifty thousand persons

No law varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.

Why Bill of Rights - Rejected Amendments might be annoying:

Neither amendment dealt with rights
Article I:
Allowed for what became the electoral college.
It takes away the concept of one person = one vote.
Article II:
Considering most congressmen are re-elected, they are still voting to increase their own salaries.

Why Bill of Rights - Rejected Amendments might not be annoying:

Article I:
It allowed for less populated states to have more representations.
Because of it Presidential candidates visit all 50 states.
Article II:
It was eventually ratified by the Twenty-seventh Amendment (1992).
It does not allow congressmen to continually raise their own salaries.
