Why Port-au-Prince, Haiti might be annoying:

The slums in its surrounding hills are quickly growing, making it hard to determine actual population statistics.
It chronically suffers from high unemployment, lack of proper sanitation and basic infrastructure, diseases, and violence.
It has been struck by devastating earthquakes in its history. (1751; June 3, 1770; January 12, 2010)
The 2010 earthquake killed about 230,000 people and destroyed many key buildings, such as the presidential palace and the cathedral.
The St. Jean Bosco massacre killed at least 13 people, wounded about 80 more, and burnt down Jean-Bertrand Aristide's church. (September 11, 1988)
One of its slums, Cité Soleil, has been called a 'microcosm of all the ills in Haitian society' as well as being one of the most dangerous places in the Western Hemisphere.
About 1,000 children work for armed gangs in the city, either as messengers, spies, or even soldiers.

Why Port-au-Prince, Haiti might not be annoying:

Despite the general mayhem, aid workers and UN peacekeeping forces have helped retain some form of stability in the city.
It has a hotel built from shipping containers called the Caribbean Lodge.
It was once a popular destination for cruise ships.
Its Pétionville suburb is a popular tourist attraction because of its gingerbread mansions.
Getting a scenic view of the city from Fort Jacques is also another popular thing to do for tourists.
