Why he might be annoying:

    Time wrote that he looked 'like the Michelin Man with a cane.'
    He used an inhaler for asthma while continuing to chain smoke.
    He named all three of his sons Lawrence. ('It was ego. And secondly, I wanted to screw up the Social Security system.')
    He called Prime Minister Pierre Trudeau's call for arms reductions 'pot-induced behavior by an erratic leftist.'
    George H.W. Bush did not officially make him Secretary of State until he was a lame duck.
    He said Sarah Palin was 'not prepared' to be president, then repudiated his comments the next day.

Why he might not be annoying:

    He suffered from the autoimmune disease myasthenia gravis.
    As a vice-chair for his distrcit of the Wisconsin Young Republicans, he spoke out against Joseph McCarthy's anti-Communist witch hunts.
    As an economic advisor at the US embassy in Yugolsavia, he almost single-handedly directed relief efforts and the establishment of a field hospital after a devastating earthquake in Skopje, Macedonia (1963).
    During the first Gulf War, he was sent on a delicate mission to convince the Israeli government to not retaliate for Iraqi Scud missile attacks (1991).
    He was the first career foreign service officer to become Secretary of State.
    He said of the George W. Bush administration's plans to invade Iraq, 'I am scared to death that they are going to convince the President to do this. Overthrow Saddam Hussein on the cheap and we'll find ourselves in the middle of a swamp because we didn't plan to do it the right way.'
