    He was a lawyer.
    His first name was girly.
    He appeared to use a lot of Brylcreem in his hair.

Why he might not be annoying:

    In 1963, he was diagnosed with brain cancer.
    The disease left him partially paralyzed and unable to speak.
    Despite illness, he appeared at the Senate roll call on June 10, 1964.
    Because he could no longer speak, he pointed to an eye, indicating a vote of 'aye' (yes).
    This helped give the Senate a 71 to 29 majority needed to block the filibuster of the Civil Rights Act of 1964.
    The Civil Rights Act was approved by the Senate 9 days later.
