Emperor of the Byzantine Empire (527-565)
Completed the codification of Roman law, called the 'Justinian Code' (534)

Why he might be annoying:

He wrote laws preventing people from worshipping anything but the Greek Orthodoxy faith or monophysites. His wife was a monophysite.
He tried to convince monophysites to accept Catholicism.
Many of his triumphs and expansions of the Byzantine Empire were consumed by barbarian hordes after his death.
He bought peace with the Persian empire with regular payments of gold, which eventually ruined the Byzantine economy. His foreign wars in the west took what was left of the Byzantine economy.
Immediately after his death, the Persians invaded and were able to secure much of the Byzantine empire.

Why he might not be annoying:

He made his wife, Theodora, joint ruler of the Byzantine Empire.
He retook northern Africa and the Italian peninsula from the Barbarian hordes.
He heavily taxed his people but wasn't avaricious, and spent it on the people.
He beautified Constantinople by building many great churches and artistic structures.
