Why Buenos Aires, Argentina might be annoying:

The two largest soccer teams – River Plate and Boca Juniors – share a vicious fan rivalry that often results in bloody riots.
Its colonial history was extremely unstable and was marked by rebellions and battles between colonists and Native Argentineans.
A suicide car-bomb attack killed 29 and injured 242 at the Israeli embassy (March 17, 1992).
The government initiated an aggressive slum elimination program in the 1970's; many people (mostly male teens) simply 'disappeared.'
These people are known to this day as Los Desaparecidos (The Missing).

Why Buenos Aires, Argentina might not be annoying:

It has a significant Korean community.
It is the birthplace of the tango.
It has many interesting parallels with New York City: a major port on rivers and bays, a large immigrant population, high volume of pizzerias, a nearly fanatical fascination with sports and a unique local accent.
There is a common saying that its residents are 'Italians who speak Spanish and think that they're British living in Paris.'
