He's a flake.
He led an assault on a Vietnamese village that resulted in many civilian casualties. Some members of his platoon claim Kerrey ordered them to fire on the unarmed civilians.
He's divorced.
He may have been the Democratic Party's only real option besides Bill Clinton in 1992, but dropped out of the running.
He claimed that he would run for mayor of New York City, then immediately denied it.

Why he might not be annoying:

He is unafraid to express his opinions, a rarity in politics.
He is a Medal of Honor winner, and lost part of one leg in Vietnam.
He claims that the attack haunts him to this day.
He stands by his views and decisions.
He was elected twice to public office as a Democrat in a heavily Republican state (and without any experience in politics).
He dated Debra Winger while he was governor.
