Why he might be annoying:

    As a child, he attended Catholic schools.
    He switched affiliation from the Republican Party to the Democratic Party (1971).
    Senators from both parties were concerned over his lack of intelligence experience when Obama asked him to head the C.I.A.
    He accused Dick Cheney of wanting to see the U.S. hit with another terror attack so Cheney could prove he was right about the methods he supported to keep the U.S. safe (2009).
    He supported the idea of a truth commission to evaluate the detainee policies of the Bush administration.

Why he might not be annoying:

    He earned his undergraduate and law degrees from Santa Clara University.
    He was known for his bipartisanship while in Congress, especially on budget matters.
    He served at a lieutenant in the United States Army (1964-66).
    In 1969, he was the Director for the U.S. Office of Civil Rights.
    He championed numerous environmental causes while in Congress.
