Why he might be annoying:

    After the 1994 Northridge earthquake, he allowed insurance companies to compensate their clients much less than the actual damages.
    In exchange, the insurance companies set up special 'educational funds.'
    The funds were used to create public service announcements featuring Quackenbush as a basketball referee and then- Los Angeles Laker Shaquille O'Neal.
    It was reveled that those same insurance companies contributed to his wife's unsuccessful 1998 assembly campaign, as well as his children's football camps.
    To avoid impeachment, he resigned from his post of insurance commissioner.

Why he might not be annoying:

    He graduated from Notre Dame University from an ROTC scholarship.
    He joined the United States Army and rose to the rank of Captain and helicopter pilot.
    He pursued his father's business in the Silicon Valley.
    While working as a sheriff's deputy in February 2008, he shot and critically wounded a suspect who was allegedly resisting arrest.
