    Born in Monticello, Kentucky
    Represents Kentucky's 5th district (1981- )
    He used his position as chair of the House Subcommittee on Homeland Security to steer no-bid contracts worth hundreds of millions of dollars to a trade group with no experience in airport security that had paid for Rogers to take six trips to Hawaii and one to Ireland.
    He also tried to steer production of a system to enhance airport security to a factory in his district that was not equipped to produce the tamper proof biometric cards favored by security experts.
    He then forced the government to spend $4 million to test the factory's technology and gave part of that contract to a company that had hired his son.
    When the factory flunked the test, he delayed the process again, demanding that prototypes for new cards be built in Kentucky.
    The conservative National Review called him a 'congressional disgrace.'
    He worked with the Department of Homeland Security to streamline funding for state and local first responders.
    The city of Williamsburg, Kentucky, named their water park and miniature golf facility the Hal Rogers Family Entertainment Center asa 'thank you' for the federal funds he brought to his district.
    Given eastern Kentucky's low priority on any terrorist hit list, his constituents are unlikely to suffer directly from his decision to put sending pork to his district ahead of defending the country.
