    Democrat representing Alabama's 7th Congressional district (January 3, 1979-January 2, 1987)

Why he might be annoying:

    He is a lawyer by trade.
    Even as a Democrat, he was far more conservative than some Congressional Republicans.
    He complained of government spending, then held up voting on 70 of President Obama's nominations in an attempt to secure two defense contracts for his home state.
    During a 2009 community meeting, he insinuated that President Obama wasn't born in the United States.
    Some saw his opposition to Robert Bork's Supreme Court nomination as a way to cater to Alabama's large segment of Democratic African-American voters.

Why he might not be annoying:

    He graduated University of Alabama.
    He served as Chairman for the Senate Committee on Banking, Housing and Urban Affairs & Select Committee on Intelligence.
    He's popular with voters and taxpayers who believe government spending is out of control.
    For his re-elections to the Senate, he received 66% of the vote in 1992, 63% in 1998, 67% in 2004, and 84% in 2010 (he ran virtually unopposed).
    He worked as a City Prosecutor before embarking on his legislative career.
