Why he might be annoying:

At Annapolis, he and a fellow cadet were arrested after agreeing to fight a duel.
During the Battle of Port Hudson (March 14, 1863), his ship, the Mississippi, ran onto a mud bank, caught fire and had to be abandoned.
He announced his candidacy for president only to withdraw 90 days later (1900).
The New York Times said he showed 'the naivete of a child' when he said the job would be easy because the president merely followed orders in enacting the laws passed by Congress.

Why he might not be annoying:

He graduated from the Naval Academy fifth in his class.
During the Battle of Manila Bay (May 1, 1898), he sunk or captured the entire Spanish fleet with only one American death (as a result of heat stroke, not enemy action).
After meeting Filipino leader Emilio Aguinaldo, he urged President McKinley to grant indpendence to the Philippines.
During his brief presidential campaign he was criticized for telling a reporter, 'Our next war will be with Germany,' but America's next major war was WWI.
