    Democratic Representative from Mississippi (November 4, 1941-January 3, 1995)
    Chairman of the House Appropriations Committee (1979-1993)
    He was a supporter of segregation and frequently voted against civil rights until the early 1970s.
    His brother defended the two men who murdered Emmett Till (1956).
    He opposed many liberal reform causes such as the Equal Rights Amendment and the Federal Election Campaign Act in 1971. He would become a supporter of both the Equal Rights Amendment and campaign finance reform by the 1980s.
    He went from being conservative in the 1940s, 1950s, 1960s, and 1970s to being liberal in the 1980s and 1990s.
    He wrote 'For Us, the Living,' presenting the other side of the argument to Rachel Carson's popular book, Silent Spring.
    He was a powerful figure in the Appropriations Committee throughout his career, able to bring many projects to his district.
    By 1976, he had become pro-civil rights.
    Although he had grown more liberal with age, he always retained some of his fiscal conservatism.
    According to Sen. Thad Cochran, he would say: 'Pork is a federal project in somebody else's district.'
    He served for fifty-three years and two months in the House, a record that has not since been broken.
