Why he might be annoying:

He invented stories about his clients, perhaps most famously getting The Sun to run a story on comedian Freddie Starr eating a hamster.
He claimed to have helped several gay soccer players conceal their sexual orientation and project a straight image.
He paid damages to settle a defamation suit filed by Neil and Christine Hamilton after he represented a woman who falsely accused the Hamiltons of sexual abuse.

The general director of the Public Relations and Communications Association said, ‘He did our industry a disservice by pretending to be part of it…. We repeatedly condemned his work as being the opposite of ethical practice.’
Accused of being a name dropper, he replied, without intentional irony, ‘Why would I need to name drop when I’ve represented the Beatles?’
He would promise teenagers movie or TV parts if they slept with him, then would call them up while pretending to be Aaron Spelling or Cubby Broccoli.
He publicly declared his contempt for pedophiles like Jonathan King and Gary Glitter while having sex with girls as young as thirteen.
Judge Anthony Leonard imposed a longer sentence than expected on him, based on his ‘contemptuous attitude,’ including laughing in court at accusations made against him.

Why he might not be annoying:

While working in the press department of EMI Records, he handled publicity for the Beatles’ first single.
When Simon Cowell was asked by Piers Morgan what his best career decision had been, Cowell replied, ‘Hiring Max Clifford.’
    He exposed Jeffrey Archer’s perjury.
He received over £1 million from News of the World to settle the lawsuit he filed after the tabloid hacked his voicemail.
