Why he might be annoying:

He was George W. Bush's second choice for Secretary, behind Bernard Kerik.
He served as special counsel for the notorious Whitewater Commission which spent millions of taxpayer dollars investigating Bill and Hillary Clinton.
He co-authored the controversial PATRIOT Act (2001).
Along with FEMA director Mike Brown, he shouldered much of the blame for the poor federal response to Hurricane Katrina (2005).
Both Democrats and Republicans criticized him for supporting the turnover of six US ports to the United Arab Emirates (2006).

Why he might not be annoying:

As New York City's assistant prosecutor, he put many Mafia members behind bars.
He criticized Donald Rumsfeld for the indefinite detention of prisoners at Guantanamo Bay.
He is against racial profiling, and worked with the NAACP's Legal Defense Fund representing death row inmates.
He successfully prosecuted Zacarias Moussaoui for his role in the September 11 terrorist attacks.
He graduated Harvard Law School magna cum laude (1978).
The United States Senate confirmed him by a 98-0 vote.
