    Dictator of Chile (1973-1990)
    Arrested approximately 130,000 individuals (1973-1976)

Why he might be annoying:

He staged a coup with the support of the CIA to undermine the elections of Chile and remove the liberal-minded Salvator Allende from power.
He ended up assassinating his boss and the person who gave him his high ranking position, Allende.
He used death squads to capture, torture or eliminate people against his political policies.
He had one of his generals go town to town killing people on a list of his political enemies, in what would become known as the 'Caravan of Death.'
He created the State Immunity Act, which made any Chilean government official exempt from responsibility for crimes committed during their reign.
His 'Miracle of Chile' only benefitted the elite rich class, and saw both inflation and unemployment rates rise.
He was arrested in London under orders from Spain for crimes that occurred during his reign, yet 16 months later, the court determined that he was too sick to stand up unaided and let him go home to Chile to 'live out his final weeks.'
Upon returning to Chile, he leaped out of his wheelchair and was able to walk around by himself talking to all his old subordinates.
He refused to apologized for anything he did while he was dictator.
He is a member of the Chilean Senate, thereby insuring he will never be tried for human rights violations in his own country.
He describes himself as a 'patriotic angel.'

Why he might not be annoying:

His 'Miracle of Chile' involved a lot of free market reforms drawn up by a group of economists from the University of Chicago called 'the Chicago boys.'
The 'Miracle of Chile' refers to how the economy of Chile advanced during his reign.
He had a long history in the Chilean military before abusing his status to gain absolute power.
A Chilean court voted to lift his immunity against being prosecuted for war crimes as a Chilean official. (May 29, 2004)
He might have prevented a communist regime in Chile.
