    Resigned on September 1, 1976
    He was power-hungry; Congressmen didn't dare cross him for fear that he would turn off the air conditioning in their offices.
    Rep. Philip Burton once called him 'the meanest man in Congress.'
    Although throughout his career he voted mostly liberal, he had a conservative streak in the early 1970s.
    He paid his secretary, Elizabeth Ray, strictly for sexual favors.
    When asked by Ray if their relationship could continue after his second marriage, he said that it could, 'if you behave yourself.'
    According to Ray, he told her that if any woman did what Fanne Fox did to Wilbur Mills, that the woman would be buried six feet under.
    He loved to boast about the people he knew to Ray.
    When the scandal broke, he was forced to resign.
    He was one of the most powerful men in Congress.
    He supported civil rights in the 1960s while opposing busing in the 1970s.
    When he left, Congressmen no longer had to fear him.
