Why he might be annoying:

He would bring his dogs with him onto the floor of Congress.
He had an extremely shrill voice.
He aged rapidly, looking like an old man by age 30.
He went from being Thomas Jefferson's spokesman in the House to the President's bitterest enemy.
He fought a duel with Henry Clay.
He said, 'I am an aristocrat. I love liberty. I hate equality.'
He argued that states could judge the constitutionality of federal laws and refuse to enforce laws they deemed unconstitutional.
After his return from Russia, he became harsh and abusive to his slaves.

Why he might not be annoying:

He said, 'All of us have two educations: one which we receive from others; another and more valuable which we give ourselves.'
He coined the phrase 'war hawks' to describe supporters of the War of 1812.
In his will, he wrote, 'I give and bequeath to all my slaves their freedom, heartily regretting that I have ever been the owner of one.'
He also provided money for the former slaves to purchase land in the free state of Ohio.
His defense of limited government appealed to modern conservatives, with a group led by Murray Rothbard forming the John Randolph Club.
