Why she might be annoying:

    She is sometimes incorrectly listed as the first woman to be elected mayor of a major American city (Bertha Knight Landes was elected mayor of Seattle in 1926).
    She chose not to run for reelection due to her husband's health problems, but ran for the Mayor's seat as a widow in 1988.
    She resumed the Mayor's office in the shadow of Henry Cisneros' departure amid the Linda Medlar sex scandal. She served just one two-year term.

Why she might not be annoying:

    She served as President of the Dallas and San Antonio chapters of the League of Women Voters during the 1950s.
    She served in the WAVES branch of the United States Navy, during World War II.
    As mayor, she successfully sued and negotiated a settlement with Coastal States LoVaca.
    She was a vocal advocate for minority and female participation in local San Antonio politics.
    She was turned away from a polling place for not having proper identification under Texas Voter ID laws (May 2019).
    The incident generated national outrage and she was permitted to cast a ballot in the election two days later.
