U.S. Congressman
    (April 18, 1935- )
    Born in Ardmore, Oklahoma
    Represented Colorado's 5th district (1987-2007)
Chaired the House Ethics Committee (2001-05)
Even after the US Iraq Survey Group found no evidence of weapons of mass destruction, he continued to insist that Saddam Hussein had WMDs.
Before becoming chair of the Ethics Committee, he was named one of the 10 most obscure members of the House.
He repeatedly clashed with the Republican leadership.
He criticized new rules proposed by the Republicans to limit the ways an ethics investigation can be launched, but voted for them anyway.
He was removed as chair of the Ethics Committee for being 'too independent' after the Committee admonished Tom Delay three times for his ethical lapses.
He said of the Ethics Committee, 'Nobody should be there to protect anybody. They should be there to protect the integrity of the institution.'
One of his last speeches in the House was an impassioned plea for tougher ethics rules.
