Why he might be annoying:

    He rode the Tea Party wave into Congress, then helped found the Freedom Caucus.
    He acknowledged Trump's quid pro quo with Ukraine in a televised press conference, telling folks to 'get over it'.
    Naturally, he later repeated his boss's standard talking point, there was no quid pro quo with Ukraine.
    He claimed to be a fiscal conservative, but the deficit increased during his time with the Office of Management and Budget.

Why he might not be annoying:

    He graduated law school at North Carolina, and did his undergrad work at Georgetown.
    He became the first Republican to represent South Carolina's 5th Congressional District in over 125 years.
    He endorsed Rand Paul, not Donald Trump for President in 2016.
