Why he might be annoying:

He dropped out of high school to become a singing waiter.
His big catchphrase was 'Ooh! Ooh!'
His catchphrase originated from what he would yell when he could not remember his lines.
A fellow 'Car 54' actor noted, 'We had visitors on the set quite often, and it was nothing for Joe E. to use four-letter words in front of children.'
He tried to cash in on his 'Car 54' fame with the album 'Love Songs from a Cop,' which 'Hollywood Hi-Fi' declared 'the most irritating celebrity record ever.'
He was a slob.
Shortly after buying a Sy Devore suit, he bumped into Devore himself, who was so appalled at how slovenly Ross looked that he offered to refund the price of the suit if Ross would let him cut off the labels.
Actor Hank Garrett said, 'He was married eight times, and they were all ex-hookers.' (Phil Silvers, on the other hand, thought he had been married eleven times; no word from Silvers on how many of the eleven were former hookers.)
