Why he might be annoying:

    His campaign committee bought up the domain names of his probable Republican primary opponents a year before the 2012 election.
    He called himself a 'hip hop conservative.'
    He was arrested after buying 3.5 grams of cocaine from an undercover police officer (October 29, 2013).
    After the bust, he brought the agents back to his apartment and handed over a vial of cocaine he had purchased earlier.
    He did not tell House leadership about his arrest until the press broke the news three weeks later.
    He pleaded guilty to a misdemeanor possession charge and was sentenced to a year of probation (November 20, 2013).
    He announced he would take a leave of absence from Congress while he went to rehab.
    'The Wire' noted that he paid $250 for an eightball of cocaine with a street value in DC of approximately $150. (Even in their vices, Congress cannot stop wasting money.)
    He had told 'Roll Call' that his favorite vacation spot outside of his home state was in Colombia.
    He voted in favor of drug testing food stamp recipients, prompting one columnist to note that he had attained 'a level of hypocrisy that usually takes politicians years -- decades -- to achieve.'

Why he might not be annoying:

    His mother died suddenly at his wedding when she choked on a piece of food.
    He and his wife founded a nonprofit called the US Forces Fund, which focuses on helping injured soldiers returning from overseas.
    He told fellow Republicans, 'We need to get with the times, and be able to share a message cutting across generational, ethnic and cultural lines.'
    He said that while taking his leave of absence, he would donate his Congressional salary to charity.
    He trained as a comedian with the Second City improv troupe, so he may appreciate the humor in his arrest. (And his former colleagues no doubt appreciate the material.)
