Why he might be annoying:

In his 13 years of running the team, the Bengals have yet to have a winning record.
In 2003, the Bengals finally had a respectable season (8-8).
It took him 13 years to put a decent team on the field.
He smokes cigars.
He refuses to sell the team to someone who knows what they are doing.
He fired coach Sam Wyche over a personal dispute.
He gives high responsibility jobs to his friends, who probably know less about how to run a football team than he does.
He wears a sweater vest with his suits (It's not 1982 anymore!).

Why he might not be annoying:

In 2003, the Bengals made an improvement from 2-14 to 8-8.
He's finally figured out how the heck to run a football team (took him long enough!).
He seems to be a nice guy, giving incompetent coaches like Dave Shula chance after chance.
In 2003, he gave Bengals coach Marvin Lewis more control over the team than he had ever given a coach while owning the team.
In 2000, he refused to give in to the pressure of using corporate sponsorship to name the Bengals' new stadium, naming it Paul Brown Stadium in honor of his father.
