    Won the Nobel Peace Prize for promoting the Esquipulas II Accords to end regional conflicts in Central America (1987)
    Two other signatories of Esquipulas II, Daniel Ortega of Nicaragua and Vinicio Cerezo of Guatemala, claimed that Arias greatly exaggerated his role in the peace plan.
    He explained his refusal to debate the other candidates during his second presidential campaign with 'Eagles live on high and see from on high, and don’t bother to watch what the snails are doing.'
    He promoted the creation of the Central American Parliament, then announced during his second term as president that Costa Rica would not join.
    He caved to pressure from China and postponed a visit to Costa Rica by his fellow Nobelist, the Dalai Lama (2008).
    He finished his second term with a flurry of ribbon cutting ceremonies at building projects that were not yet complete. (In the most extreme example, he inaugurated the 'new presidential offices' even though the National Assembly had yet to appropriate the money to buy the land for the proposed building site.)
    He stood up to pressure from the US to allow a Contra base in Costa Rica.
    During the Esquipulas II negotiations, he told his fellow Central American presidents not to 'waste this historic opportunity.'
    When he ran for his second term, he was the only living former Costa Rican president who was not in jail, under indictment or facing an investigation.
    He was known for his accessibility as president, including mingling in the streets without bodyguards, eating in public restaurants and driving his own car.
