Why Cologne (Köln), Germany might be annoying:

It is a German city usually referred to (outside of Germany) by a French name.
Oddly, until the 19th century, the Archbishop of Cologne often was not allowed to enter the city and had to live somewhere else (frequently Bonn).
Cologne Cathedral took over six centuries to complete (1248-1880).
It was occupied by the British Army after World War I until 1926.
During World War II, it was the target of the Royal Air Force’s first thousand-bomber raid (May 31, 1942).
Almost all of its Jewish population was either deported or murdered by the Nazis.

Why Cologne (Köln), Germany might not be annoying:

It flourished in the Middle Ages because it was located at the intersection of major east-west and north-south trade routes.
Its City Hall was built in the 12th Century, making it the oldest one still in use in Germany.
When the city’s fortifications had to be dismantled after World War I, two green belts were created in their place.
West Germany’s first Chancellor, Konrad Adenauer, had been Cologne’s mayor before the Nazis rose to power.
Cologne Cathedral was declared a UNESCO World Heritage Site (1996).
It has the most pubs per capita of any German city.
