Why he might be annoying:

He was one of the most liberal Republicans to ever serve in Congress.
He was not popular with his fellow Republicans for siding with liberal Democrats on most issues.
He supported busing and the welfare state.
Even though he had ALS (which is almost always terminal), he decided to run for reelection to the Senate as a liberal, splitting the progressive vote and led to Alfonse D'Amato's victory (1980).

Why he might not be annoying:

He faced anti-Semitism during his career.
He was a staunch supporter of civil rights and labor unions.
He was diagnosed with ALS (1979).
If he had been reelected for another term he would have lived through most of it.
He was awarded the Presidential Medal of Freedom in 1983.
