Why he might be annoying:

    Borg was summoned to the German embassy in Helsinki to discuss Jackie's salutes (January, 1941).
    The German Foreign Office spent three months investigating ways of bringing Borg to trial for insulting Hitler.
    The Third Reich tried to sabotage Borg's pharmaceutical company by pressuring I.G. Farben into not selling supplies to Borg.
    Historian Johannes Tuchel noted, 'This case shows that National Socialism was striving to dominate all spheres of public life and all areas that it could influence. And that went as far as to this rather bizarre case of this dog.'

Why he might not be annoying:

    Borg denied that he or Jackie had done anything 'that could be seen as an insult against the German Reich.'
    The German government eventually decided not to press any charges due to a lack of credible witnesses willing to come forward.
    A dog distracted a couple dozen German officials from preparing for the upcoming invasion of the Soviet Union.
    Historian Klaus Hillenbrand said, 'The dog affair tells us the Nazis were not only criminals and mass murderers, they were silly as hell.'
