Why he might be annoying:

He was considered one of the most anti-environment legislators in the Senate.
He claimed that Kitty Dukakis burned the American Flag in protest of the Vietnam War, which turned out to be false (1988).
He was one of a small group of Republicans who cast their votes as 'nay' on most civil rights legislation.

Why he might not be annoying:

He is very skeptical of the government.
He stands for private property rights.
He voted for the Hate Crimes Statistics Act of 1990.
He opposed tax increases.
He believes that we shouldn't be looking to government to solve all our problems.
When he announced his retirement in 1992, Bob Dole praised him as a man 'who sticks to his principles.'
