The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.

Why Amendment IX - Catchall might be annoying:

It is very vague.
It is one of the least known, yet important, rights.
It was based on the paranoia that the federal government wants to take away your rights.

Why Amendment IX - Catchall might not be annoying:

It validates the Declaration of Independence 'All men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.'
It allows citizens to control their own life without government interferences.
It gives citizens all rights that are not forbidden.
Although many argue that the Bill of Rights does not offer the right to privacy - this can be used.
It limits government from removing your rights.
It was added to answer Alexander Hamilton's argument that the Bill of Rights are dangerous because it numbered rights and those that are not mentioned could be taken away.
